Procedure:

Gather a dataset containing images or videos that depict vehicles with visible number plates.
Annotate the collected data with bounding boxes or segmentation masks that delineate the location of vehicle number plates within the images.
Train Mask R-CNN model using the annotated dataset.
Use tesseract, a separate Optical Character Recognition (OCR) module, to read the text from the segmented number plates.
Integrate the number plate recognition module with database system.
Perform inference on different scenarios using images, videos, or live stream.
