Articles 255–257

Amendments follow Article 255 (when a referendum is required), Article 256 (parliamentary initiative), or Article 257 (popular initiative). Some changes to core topics must be approved at a referendum with county and national thresholds.

In the classroom: Chapter Sixteen covers Articles 255–257. Article 255 lists “protected” matters that trigger a referendum and sets referendum approval rules. Article 256 sets amendment by parliamentary initiative. Article 257 allows amendment by popular initiative, with IEBC verification, county assemblies, Parliament, and referendum where required.
